Job Purpose & Summary

Upper Darby Township is currently recruiting for an experienced Township Engineer to perform highly complex professional, technical, administrative, and civil engineering work. The Engineer will be responsible for planning, organizing, directing, coordinating, designing, preparing, completing, and maintaining of various civil engineering projects including roads, non-vehicular facilities, recreation amenities, bridges, wastewater, and storm drainage systems. Additionally, the Engineer will prepare or oversee preparation of engineering plans, designs, and specifications with in-house or consultant staff. The Township Engineer will be expected to properly review public and private land use permit applications for residential and commercial development.

Essential Functions & Responsibilities

  • Plan, organize and direct the design and construction of capital improvements, ensuring compliance with Municipal land development policies, rules and regulations, coordinate work with other agencies and departments; maintain records and files, prepare reports.
  • Oversee the review and approval of site work by private parties in accordance with approved land development plans and grading permits.
  • Develop the design criteria, designs, analysis, specifications, plans, investigations, cost estimates, inspections, tabulations of contract bids, contract payments, manages capital improvement projects relative to, the municipal road program and storm and sanitary sewers.
  • Review Land Development, Subdivision, Grading, Stormwater Management Plans, etc.
  • Oversee the MS4 Program including filing required NPDES reports and permit applications, preparing, managing and updating the required written plans required for each of the Best Management Practices, and maintaining records.
  • Oversee the operation, maintenance, and rehabilitation of the Municipal wastewater collection system. Implements the Operation and Maintenance Plan.
  • Plan, organize and provide construction management of projects related to the storm sewer system, MS4 requirements, wastewater treatment conveyance, treatment, and collection system and other municipal infrastructure capital projects.
  • Review the land development and subdivision applications and makes recommendations to the Planning Commission and Council relative to development activities.
  • Issue grading permits.
  • Prepare a variety of technical reports and give presentations as required.
  • Provide liaison with the public, land developers and private engineers.
  • Provide code enforcement for grading and storm water issues.
  • Review erosion and sedimentation control plans
  • Coordinate contract work to minimize public inconvenience.
  • Oversee Park projects during construction.
  • Coordinate work with other Federal, State and County agencies
  • Interact with residents, public utilities and businesses, as needed.
  • Review and manage traffic control requests.
  • Participate in bidding process and selection of contractors.
  • Prepare Capital Budget and assist with all other construction project budgets.
  • Attend Township Council and Planning Commission Meetings

Qualifications

Qualified candidates must possess a Bachelor’s degree in Civil Engineering or related field from an accredited college or university; a minimum of four (4) years of experience in engineering field; must have designation as a Professional Engineer (PE); and possess a valid Pennsylvania driver’s license. Preference will be given to candidates with experience in a municipality of a comparable size to Upper Darby Township.

Additional minimum qualifications include:

  • Thorough knowledge of the theory, principles and practices of civil engineering as applied to the development and construction of public works projects, lay out and direct work of subordinates, ability to plan projects and prepare related designs, estimates and specifications.
  • Ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems.
  • Ability to establish and maintain effective working relationships with associates, contractors and the general public.
  • Skill in the use of civil engineering instruments and equipment
  • Ability to prepare engineering drawings.
  • Ability to communicate complete ideas effectively, orally and in writing; ability to prepare technical reports.
