Senior Engineer / Project Engineer I – Structure Design
Job Purpose & Summary
Support the Engineering and Planning Department in the performance of all municipal engineering services and activities required by the Township. These services and activities include review and administration of subdivisions, land developments and zoning requests, as well as analysis, design and management of storm sewer and sanitary sewer facilities, roadway improvements, drainage and flooding problems, and any other engineering needs of the Township. Work closely and communicate regularly with Staff of other Township Departments, and outside engineering consultants. Attend frequent Public Meetings and meetings with staff, applicants, complainants and the general public as required by the Director of Engineering. Investigation and communications with residents, developers and the general public regarding proposed and ongoing Township projects, traffic concerns, road improvements, stormwater runoff and sanitary sewer issues, or other engineering and planning concerns.
LEVEL OF SUPERVISION/SUPERVISORY RESPONSIBILITIES:
Work is performed under the specific guidance of the Director of Engineering and Planning
Essential Functions & Responsibilities(includes but not limited to)
Support the Department with:
- Execution of engineering and planning activities including working closely with engineering and planning personnel, codes personnel, and clerical staff.
- Review of subdivisions, land developments, and zoning applications.
- Provide assistance to the Public Works Department in regard to required street improvements and stormwater improvements.
- Occasionally accompany the Director to meetings of the Board of Supervisors, Planning Commission, Infrastructure Committee, Transportation Advisory Committee and other municipal bodies.
- Attendance at meetings of other groups as required by the Director of Engineering and Planning include but not limited to Municipal, State, or Federal officials as required.
- Preparation of construction specifications and contract documents.
- Assist in the coordination of Township’s Municipal Separate Storm Sewer System (MS4) and dam inspection programs.
- Perform during and post construction inspections of stormwater features.
- Communication with Township citizens, engineering and legal consultants, developers, suppliers, and officials of other governmental agencies regarding engineering services and issues.
- Review of sanitary sewer project and facilities.
- Performance of engineering calculations utilizing established engineering design criteria.

Education and/or Experience
- Bachelor of Science degree in Civil Engineering or a closely related field is required.
- Minimum of five (5) years of experience in municipal engineering or public works administration along with familiarity/experience with typical engineering plans and specifications and municipal regulations.
- Professional Engineering license in the Commonwealth of Pennsylvania is preferred
Language Skills
- Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to review and interpret blueprints, complex diagrams, drawings and schematics.
- Ability to prepare technical specifications and write reports, business correspondence, and procedural manuals.
- Ability to effectively and professionally present information, using standard rules of English grammar, both orally and in writing, and respond to questions from outside parties including vendors and from internal customers as well as to the general public and members of the Planning Commission and Board of Supervisors.
- Must have excellent verbal communications skills and the ability to be comfortable presenting information in a clear, understandable and professional manner to large groups (which can include members of the public) and be able to respond appropriately and effectively even when audience members may be confrontational in their questioning/comments.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common fractions, and decimals. Ability to compute rates, ratios, and percentages.
REASONING ABILITY
- Ability to understand, remember and carry out complex oral and written directions.
- Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists.
- Ability to interpret and properly apply a variety of instructions and regulations furnished in written, oral, diagram, or schedule form.
CERTIFICATIONS/LICENSES/REGISTRATIONS
- Professional Engineer (P.E.) licensure in Pennsylvania or ability to obtain such licensure within 6 months of employment is a preferred requirement.
- A valid Commonwealth of Pennsylvania driver’s license is required.

The employee frequently needs to stand, walk, sit, use hands to finger, handle, or feel, and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds and may need to stoop, kneel, crouch, crawl, climb, or balance.
Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, and the visual acuity to conduct inspections, identify code violations, compile and compute data, operate a computer, proofread materials, and operate a motor vehicle. The employee must hear in the normal audio range, and olfactory senses should function within normal range.

While the majority of the employee’s time will be spent in an office with typical conditions and minimal noise levels, the position also requires work in an outdoor environment. This can expose the employee to moving mechanical parts, fumes or airborne particles, and outside weather conditions such as extreme heat, cold, wet, humid, snowy, icy, or windy conditions.
