DEP SPEED and Chapter 105 Pilot Program hosted by PSPE

Join PSPE and Len Bradley, Central Region Vice President, as he moderates a virtual update with Domenic Rocco, P.E., Director, Bureau of Waterways Engineering and Wetlands, for the Pennsylvania Department of Environmental Protection.

In August 2024, DEP announced two new initiatives to continue to speed up permitting processes “to make sure we are moving at the speed of business – without sacrificing the environmental and public health safeguards that protect our air, land, and water.”
In this meeting, Mr. Rocco will provide an overview of the following:

- The Streamlining Permits for Economic Expansion and Economic Development (SPEED) program (HB 2310 – pg. 102). The SPEED program will provide additional flexibility by allowing permit applicants to choose to have a DEP -verified and Qualified Professional to conduct the review of the application, while DEP staff maintain final authority over all permit decisions. Details are included on DEP’s Permit Modernization webpage (see SPEED drop-down), including the Chapter 105 Invitation for Bid (IFB) which is open now.
- The Chapter 105 Pilot Program for Individual Joint Applications started on September 1 and will help DEP continue to reduce backlogs by reducing errors in applications and cutting the total time to process an application by formalizing a pre-application meeting process between applicants and DEP prior to submitting a permit application. Details are included on DEP’s Chapter 105 Forms, Publications and Guidance webpage, including a summary of the pilot program.
